Background:

In accordance with Section 35.152 of the Seminole County Land Development Code (SCLDC), the Applicant is requesting Board approval of the Final Plat for the Wilderness Estates Subdivision. The plat contains nine (9) lots on approximately 54.70 acres. The subject site has a Future Land Use designation of Rural 5 and an R-5 (Rural 5) zoning classification allowing a maximum density of one (1) dwelling unit per five (5) net buildable acres, with a minimum lot size of five (5) acres and a minimum lot width of 150 feet at building line.

The subject property is within the Scenic Corridor Overlay Zoning District. The purpose of the Scenic Corridor Overlay District is to preserve and enhance the rural character and scenic qualities along major and minor roads in the rural area of Seminole County, with the intent to prevent visual encroachment of buildings and structures which restrict scenic views or are architecturally incompatible with the scenic character of the area. The overlay requires the preservation of the existing vegetation along the major and minor roadway systems. The subject property fronts N County Rd 426, which is a major road as stated in the Scenic Corridor Overlay.

The Applicant has met the requirements of the Scenic Corridor Overlay by providing a setback of 200 feet from the centerline of the right-of-way and preserving the natural buffer in Tract A and Tract B.

The development has one (1) access point onto N County Rd 426; the internal road will be publicly owned and maintained by Seminole County.

Each lot will utilize a well for potable water and an enhanced septic system for wastewater.

The Applicant has provided a performance bond to ensure the completion of the subdivision improvements.

In accordance with Section 35.13 of the Seminole County Land Development Code (SCLDC), on July 10, 2024, the County’s Planning and Zoning Commission reviewed and approved the Preliminary Subdivision Plan for Wilderness Estates Subdivision. The Final Engineering Plans were submitted in accordance with Section 35.44 of the SCLDC and were approved on March 27, 2025.

The plat meets all applicable requirements of Chapter 35 of the SCLDC and Chapter 177, Florida Statutes.

Requested Action:

Staff requests the Board approve the Final Plat for the Wilderness Estates Subdivision containing nine (9) lots on 54.70 acres zoned A-5 (Rural 5), located on the west side of N County Rd 426, approximately 1,100 feet south of W State Rd 46.
