Background:
The Local Housing Assistance Plan (LHAP) is a requirement under the State Housing Initiatives Partnership (SHIP) Act, Sections 420.907-420.9079, Florida Statutes (2024), Florida Administrative Code, and Rule Chapter 67-37. This plan outlines how the County’s allocated SHIP funds will be used by describing the local affordable housing strategies to meet the local affordable housing needs.
There are five strategies under homeownership:
• The first strategy is Purchase Assistance, which assists eligible first-time homebuyers with down payment, closing costs, and principal reduction (if needed) towards the purchase of a home.
• The second strategy is Emergency Repairs, which provides assistance to homeowners to make needed repairs and/or alterations to properties in order to protect the health, safety, and welfare of the household or affect the immediate livability of the home.
• The third strategy is Owner-Occupied Rehabilitation/Reconstruction, which offers qualified homeowners’ assistance with needed repairs and/or alterations to improve the health, safety and well-being of the household. This strategy includes reconstruction and demolition if a home is beyond financial feasibility to repair.
• The fourth strategy is Acquisition and New Construction/Rehabilitation, which allows the County or selected developers to acquire vacant land or existing housing and construct new housing or rehabilitate existing homes for the purpose of improving the housing stock.
• The fifth strategy is Disaster Relief, which is only for use in the case of a disaster declared by the President of the United States or the Governor of the State of Florida to provide assistance with emergency housing repairs to eligible households.
There are two strategies under rental:
• The first strategy is Rental Construction/Rehabilitation is for the new construction or acquisition and rehabilitation of residential structures for rental properties for lower income residents; or for the acquisition and conversion of commercial or other property to rental residential property.
The second strategy is Rental Assistance, which provides grants to eligible renters in danger of becoming homeless, due to an inability to pay security and/or utility deposits. The strategy also includes Rapid Re-Housing, which provides a rental subsidy up to a six-month period to eligible homeless persons/households.
Requested Action:
Staff requests the Board approve and authorize the Chairman to execute the Resolution approving the three (3) year State Housing Initiative Partnership (SHIP) Local Housing Assistance Plan (LHAP) for program years 2025/2026, 2026/2027, 2027/2028; authorize the Chairman to execute the Certification to the Florida Housing Finance Corporation (FHFC), and authorize staff to submit the LHAP and any additional requirements to the FHFC for review and approval.
