Background:

This parcel (#1-844) has been identified as being needed for a drainage easement necessary for the Midway Drainage Improvement Project.  The owner (G. Charles Wohlust as Personal Representative of the Estate of Ernest Blocker / Tax ID #32-19-31-513-0000-1510) of the property located at the southwest corner of Midway Avenue and Randall Street, in Sanford, Florida, has agreed to sell and convey this drainage easement to Seminole County for the sum of $4,390.00 inclusive of all fees and costs.

The parent property is improved with two single-family residences and consists of 0.19 ± acres of land.  The County’s valuation of this acquisition is $1,000.00; a portion of which includes the cost to cure to make the owner whole.  After negotiations with the owner an agreement was reached at $4,390.00, inclusive of all fees and costs.

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute a Purchase Agreement related to Project Parcel #1-844 for a drainage easement necessary for the Midway Drainage Improvement Project (29 ± SF) between G. Charles Wohlust as Personal Representative of the Estate of Ernest Blocker and Seminole County for $4,390.00, as full settlement and any other claim for compensation from which Seminole County might be obligated to pay relating to the parcel.
