Background:
PS-6790-25/PCD will provide multidisciplinary General Engineering Services for multiple County Departments for seven (7) Engineering Disciplines to include Civil Engineering, Mechanical Engineering, Electrical Engineering, Architectural Services, Environmental Engineering, Structural Engineering, and Traffic Engineering Services.
This solicitation was publicly advertised, and the County received a total of one hundred thirty-eight (138) proposals across all seven (7) Engineering Disciplines from a total of sixty-one (61) firms (Listed Alphabetically Below).

The Evaluation Committee consisting of Kristian Swenson, Assistant County Manager; Chad Wilsky, Fleet & Facilities Director; Anthony Maddox, Fleet & Facilities Deputy Director; Joseph LoFaso, Assistant County Engineer; Joshua Tew, Utilities Deputy Director; Shannon Wetzel, Watershed Management Division Manager; Carl Kelly, Project Manager II; and Charles Wetzel, County Traffic Engineer evaluated the received proposals and agreed to see presentations from all thirty-one (31) shortlisted firms, giving consideration to qualifications of proposed personnel, and signature projects selected to highlight relevant similar firm experience for each of the respective engineering disciplines.
The Evaluation Committee recommends that the Board approve the ranking below and authorize staff to negotiate rates in accordance with Florida State Statute 287.055, the Consultants Competitive Negotiation Act (CCNA), and authorize the Purchasing & Contracts Division to execute twenty-three (23) MSAs:

Authorization for the performance of services will be in the form of written Work Orders issued and executed by the County and signed by the Consultant. The work and dollar value of each Work Order will be negotiated on an as needed basis and funded within the approved budgeted amounts. Each Agreement will take place on the date of its execution and will continue for a period of five (5) years, and at the sole option of the County may be renewed for two (2) successive periods not to exceed one (1) year each.
The attached backup documentation includes the Tabulation sheet, and the Presentation Scoring Summary Sheets. A Draft Agreement including the scope of services has been provided as a part of this agenda item and will be used to generate the Award MSA. The estimated annual usage is $15,000,000 across all seven (7) engineering disciplines.
