Background:

Seminole County’s Water Atlas has been the main online repository for water resource data and information since 1999.  It provides a one-stop shop for the public to access surface water information, such as water quality data and trends, hydrologic and rainfall data, lake vegetation surveys, bathymetry maps, and related studies and reports. It also provides a central location where the public can volunteer for events and report potential pollution. Seminole’s Water Atlas was created and is maintained by the University of South Florida (USF).  To help offset the annual maintenance costs of the Atlas, the County shares funding responsibility with all seven (7) cities through an interlocal agreement. The Atlas also helps provide regulatory compliance for the County’s and Cities’ National Pollutant Discharge Elimination System (NPDES) Stormwater Permit through the site’s reporting applications.

The primary objective of this Agreement is for USF to continue maintaining, updating, and enhancing the Seminole County Water Atlas, which serves as the primary clearinghouse for assisting citizens, scientists, engineers, and government leaders in managing Seminole County’s water resources.

This agreement is for a five (5) year term with an annual compensation of $73,214.00 and allows for a maximum of a 3% annual increase to conduct the standard tasks for the Water Atlas. The standard tasks include the maintenance and support efforts to ensure the Water Atlas is available to the public and fully functional, as well as advanced services required to support the County’s water resource data management. The scope of work also includes an option for additional webpage enhancement projects if needed, and as mutually agreed upon between the County and USF. The optional enhancement projects would be required to seek prior approval through the County budget process and are not included in the standard annual compensation.

Requested Action:

Staff requests that the Board approve and authorize the Chairman to execute an Agreement between Seminole County and the University of South Florida Board of Trustees for work on the Seminole County Water Atlas.
