Background:

In August 2021, the Board approved the American Rescue Plan Act (ARPA) Seminole County Recovery Plan and was awarded $91,646,669. The Recovery Plan specified projects such as Individual and Business Assistance with a hosted portal, Assistance to Nonprofit Organizations and Hotels, Community Paramedicine, Community Recreations and Facilities and Behavioral Health Initiatives in partnership with the Sheriff and municipalities for recovery from the effects of the COVID-19 pandemic.

The attached BAR will facilitate closeout of the grant by recognizing grant revenue in the current Fiscal Year 2024/25 and establish interfund transfers to sub funds for utilization of ARPA revenues for general government services allowable by Treasury.

The general government services funded through this amendment includes a $9M transfer to the SunRail sub fund, a $2.4M transfer to the Facilities Maintenance sub fund, and $1.8M budgeted transfer to move the existing Medical Examiner budget to the sub fund, consistent with previous years. This amendment does not change total budgets for any of the Seminole County Recovery Plan projects or programs approved by the Board.
