Background:
Congress appropriated $5 billion toward the HOME-American Rescue Plan (HOME-ARP) program to help reduce homelessness and increase housing stability for qualifying populations, to be administered by the Department of Housing and Urban Development (HUD). Seminole County has been allocated $3,046,438.00 in HOME-ARP funding to benefit individuals and families that meet one or more of the qualifying populations:
1. Homeless, as defined in 24 CFR 91.5 Homeless (1), (2), or (3); or
2. At risk of homelessness, as defined in 24 CFR 91.5; or
3. Fleeing or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking, as defined by HUD in 24 CFR 5.2003 and Trafficking Victims Protection Act of 2000 (TVPA), as amended (22 U.S.C. 7102); or
4. Other populations where providing supportive services or assistance under section 212(a) of the Act (42 U.S.C. 12742(a)) would prevent the family’s homelessness or would serve those with the greatest risk of housing instability, or
5. Veterans and families that include a veteran family member that meet one or more of the preceding criteria.
Seminole County issued a Notice of Funding Availability seeking applications from qualified non-profit affordable housing developers, allocating $2,137,151.30 to fund the construction of affordable rental housing for at least one eligible activity for qualifying populations within Seminole County. Central Florida Home for Good, Inc. applied for HOME-ARP funding to construct the 10-unit Sanford Courtyard Phase II apartment complex. The Review Committee scored the application and recommended $1,137,151.30 for hard construction costs to complete the project. It is anticipated that Phase II development will improve the lives of 25 adults and children.

Staff requests the Board approve and authorize the Chairman to execute the HOME-American Rescue Plan (HOME-ARP) Program Affordable Rental Housing Development Developer Agreement with Central Florida Home for Good, Inc., and any subsequent amendments to the agreement and Restrictive Use Covenant for the development of the 10-unit affordable multi-family rental development.
