Background:
This proposed change to Section 1.10 of the Administrative Code is to alleviate the need for annual BCC approval for Non-Commercial Franchise Agreements. The change of this code will allow the Environmental Services Director to approve Non-Commercial Franchise Agreements to allow haulers to operate within the County. Currently, all agreements require Board approval for their annual contract renewal, even if there are no changes to the contract. The Resolution will remove the unnecessary burden to the Board while ensuring oversight and approval from the Environmental Services Director.
Requested Action:
Staff requests the Board approve and authorize the Chairman to execute an amendment to the Seminole County Administrative code to delegate to signature authority to the Environmental Services Director for execution of renewals to residential franchise contracts and commercial franchise contracts if certain conditions are met; and providing an effective date.
