Background:
RFP-7083-36/HSM Master Services Agreement for Security Access Control Repair and Maintenance will provide various maintenance, repair, refurbishment, construction and equipment renewal of physical and electronic security projects associated with County buildings, facilities and locations. The Contractor will furnish all parts, materials, equipment, labor and supervision as necessary to calibrate, maintain, construct and install the assigned repair, refurbishment and/or replacement security system project(s). The Contractor will supply technical and programming services for the purpose of maintaining and optimizing various security databases and systems within Seminole County.
The Project was publicly advertised and the County received two (2) responses listed alphabetically below:
• Convergint Technologies
• Miller Electric Company
The Evaluation Committee, consisting of Dallas Smith, Utilities Plant Operations Manager, Jerod Rader, SCADA Technology Coordinator; Edward Rickey, Facilities Program Manager, and Richard Ruiz, Telecommunications Technology Coordinator evaluated the responses giving consideration to price, qualification and references.
The Evaluation Committee recommends that the Board approve the award and authorize the Purchasing and Contracts Division to execute one Master Services Agreement to the top ranked firm:
1. Miller Electric Company
2. Convergint Technologies
Authorization for the performance of services by the Consultants under this Master Service Agreement will be in the form of written Work Orders issued and executed by the County and signed by the Consultant. The work and dollar value for each Work Order will be negotiated on an as needed basis and funded withing the approved budgeted amounts. This Agreement will take place on the date of its execution by the County and will continue for a period of three (3) years, and at the sole option of the County may be renewed for two (2) successive periods not to exceed one (1) year each.
The attached backup documentation includes the Tabulation Sheet, Evaluation Ranking and award Agreements including the scope of services.
Facilities and Telecommunications will also issue work orders under this agreement in accordance with program budget approved by the Board of County Commissioners. The Estimated Annual Usage of the Agreement is $500,000.00.
Requested Action:
Staff requests the Board award RFP-7083-26/HSM- Master Services Agreement for Security Access Control Repair and Maintenance to Miller Electric Company of Jacksonville, FL and authorize the Purchasing and Contracts Division to execute the Master Services Agreement.
