Background:
The State of Florida has provided a framework in Part II, Chapter 171, Florida Statutes, also known as the “Interlocal Service Boundary Agreement Act,” to promote sensible boundaries that reduce the costs of local governments, avoid duplicating local services, and increase political transparency and accountability. It is further intended to prevent inefficient service delivery and an insufficient tax base to support the delivery of those services.
To that end, the Seminole County Board of County Commissioners has indicated an interest in pursuing an Interlocal Service Boundary Agreement (“ISBA”) with the City of Sanford pursuant to Section 171.203, F.S. The initiating resolution designates Sanford as the invited municipality, identifies for discussion the area proposed to be subject to the ISBA by descriptive exhibit (see attached map), and includes the proposed subject matter of the ISBA to be negotiated.
