Background:

In August 2023, Habitat for Humanity of Seminole County and Greater Apopka Inc. acquired three vacant parcels located at W 25th Street and Sarita Street, Sanford Florida, 32773. Habitat plans to convert the three parcels to create a subdivision that will consist of nineteen single-family homes.  General Housing Trust Fund money is earmarked to support the construction cost(s) associated with ten homes within this nineteen-unit subdivision. Upon completion of construction and sale of each home to a qualified first-time homebuyer, each home will be secured with a 30-year mortgage and note.  Additionally, the Restrictive Use Covenant encumbering the property pursuant to the terms of the First Phase (Infrastructure) Agreement, approved on November 18, 2025, will then be released.

In accordance with the Attainable Housing Strategic Plan, Seminole County aims to enhance the availability of affordable and workforce housing. To support this initiative, Community Services staff recommend allocating $853,116 from the General Housing Trust fund as outlined in Ordinance 2021-14.
