Background:

Seminole County is vulnerable to numerous natural hazards that pose a threat to life, health, and property. Flooding has historically impacted Seminole County in the aftermath of major storm events, including Hurricane Milton & Helene (2024), Hurricane Idalia (2023), Hurricane Ian & Nicole (2022), Hurricane Irma (2017), Tropical Storm Fay (2008), and Hurricane Francis (2004). Seminole County has experienced significant flood events since the early 1950s, resulting from prolonged rainfall in the St. John’s River Basin.

While flood mitigation efforts do not eliminate all hazards or prevent all damages, they reduce long-term risk. The Floodplain Management Plan outlines strategies to build resilience against flooding while integrating local and federal resources to support proactive floodplain management.

In accordance with Seminole County Administrative Code 4.12, the Floodplain Management Committee was established to develop the 2025-2030 Floodplain Management Plan. Members of the Floodplain Management Planning Committee included representatives from County Departments, State Agencies, and members of the public from all five (5) county districts. For a complete list of members, please refer to Section 2.1.1 - Table 4 of the Plan.

Public participation was crucial in the development of the Plan. Five (5) planning meetings reviewing each section of the document and allowing for input from the Floodplain Management Planning Committee allowed for updates and enhancements of the document. Letters were sent to homeowners in repetitive loss areas, encouraging them to engage in the Plan update and explore potential mitigation opportunities. Additionally, three (3) public meetings were conducted: March 27, 2025 (Northwest Branch Library), August 20, 2025 (North Branch Library), and August 29, 2025 (Central Branch Library). Residents were also able to provide input via the Seminole County website for those unable to attend.

The implementation of the Floodplain Management Plan provides incentives for participation in the Community Rating System. Seminole County is currently a Class 6 county, ensuring a 20% discount on flood insurance for properties located in a flood zone.

Once adopted by the Board, the Floodplain Management Plan Actions will be implemented for a five (5) year period. Actions include preventive measures, preserving natural areas, enhancing emergency services, reviewing and supporting structural projects, and conducting outreach and technical assistance.

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute a Resolution implementing the 2025-2030 Floodplain Management Plan.
