Background:
On June 10, 2025, the Seminole County Board of County Commissioners (BCC) authorized the preparation and submittal of requests for funding of planned work related to the County‘s sanitary sewer system through the Florida Department of Environmental Protection’s (FDEP) Clean Water State Revolving Fund program with supplemental Federal appropriations for Hurricanes Helene and Milton. The County Manager submitted the request including projects at the Greenwood Lakes Water Reclamation Facility (GWLWRF) and the connected sanitary sewer transmission system.
On November 11, 2025, FDEP included Seminole County’s project on its award priority list and capped the recommended loan award at $19,166,503.00 with 50% loan forgiveness and 50% repaid at 0% interest over 20 years. The project approved by FDEP, was also included in the County’s Utilities Master Plan and approved by the BCC on March 24, 2026.
The loan application, due to FDEP by March 12, 2026, has been signed and submitted by the County Manager. The next requirement in this process is submission of the Facilities Plan, included in the agenda package, due November 15, 2026. Carollo Engineers prepared the plan which details the related projects. The Facilities Plan also includes an analysis of alternatives, an evaluation of environmental impacts, and a detailed assessment of monetary costs to the public or end user. The objectives of the wastewater system improvements are described as follows:
1 - Install an equalization tank with grit removal at GWLWRF to buffer high flows and prevent the plant from exceeding its rated treatment capacity during extreme weather events. This will reduce the potential for non-compliance with effluent discharge limits and the potential for sewage spills or overflows at the facility.
2 - Install a new backup generator and power switching equipment at GWLWRF to ensure continuous operation during power outages associated with severe weather, safeguarding public health and compliance.
3 - Strengthen the wastewater collection system to better manage storm-related surges by improving the Timacuan Master Pump Station and installing force main valves along Rinehart Road to allow for redirection of approximately 500,000 gallons per day of wastewater flow to the Yankee Lake Water Reclamation Facility instead of GWLWRF.
4 - Constructing a new wastewater force main pipe from the Hampton Park Master Pump Station to the GWLWRF to increase transmission capacity and reduce risks of sewage spills or overflows resulting from storm events.
The preceding is detailed in the Facilities Plan. In addition to opportunity for public comments at the October 27, 2026 Board of County Commissioner meeting, staff will hold community meetings, as engineering plans are developed, for communities near the planned construction.
