Background:

Seminole County Public Works Engineering Division is working on the final design (90% plans have been completed) of the Slavia Road Capacity Improvements Project. This project proposes widening Slavia Road to provide two travel lanes in each direction from Red Bug Lake Road to Aloma Avenue (S.R.426). The design also includes a multi-use path on the north side of the road and a sidewalk on the south side. The project’s goal is to improve traffic operations and safety for motorists, pedestrians, and cyclists. The project will start when SR 417 (bridge #5 over Slavia Rd) is widened by the Florida Turnpike Enterprise, currently scheduled to be completed in August 2029. The goal is to complete the design phase with permitting and right-of-way (two parcels are still waiting for appraisals), to be “shovel-ready” when the SR 417 bridge #5 widening is complete. The required SJRWMD permit cannot be obtained until the mitigation credit purchase agreement is executed by the BCC.  The U.S. Army Corps of Engineers will accept the SJRWMD permit. The FDOT permit is still pending, but there are no anticipated issues.

The design follows the preferred alternative approved by the Seminole County BCC in December 2020. The Design will be funded by the third generation of the Seminole County One Cent Infrastructure Sales Tax.

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute a Wetlands Mitigation Credit Purchase Agreement in the amount of $587,400.00 for the purchase of mitigation bank credits required for the Slavia Road Improvement Project, from Red Bug Lake Road to Aloma Ave (S.R. 426), CIP # 01785146.
