Background:

Seminole County Animal Services is requesting approval for the refurbishment of the North Play Yard to enhance its functionality as a designated space for meet-and-greet sessions between prospective adopters and animals. As the most frequently utilized play yard, this area requires improvements to ensure a safer, more durable, and engaging environment for both animals and visitors.

Over time, repeated efforts to maintain natural sod in the yard have proven unsustainable due to high foot traffic and animal activity, resulting in rapid deterioration. Currently, the play yard consists of a dirt surface, which presents several challenges, including dust, mud accumulation, and uneven terrain. To address these issues, staff proposes upgrading the existing ground material to artificial turf with an integrated drainage system. This enhancement will provide a cleaner, more resilient surface that:

                     Promotes a healthier and safer environment for animals by minimizing exposure to dust and mud.

                     Efficiently drains water, preventing puddling and slippery conditions.

                     Eliminates recurring maintenance costs associated with mowing, reseeding, and erosion control.

                     Creates a durable, level surface that withstands heavy use.

Additionally, to further enrich the play yard, the staff is requesting the purchase of a new play structure to support animal exercise, socialization, and engagement. This interactive equipment will:

                     Encourage physical activity, muscle development, and flexibility.

                     Provide mental stimulation, reducing boredom and anxiety-related behaviors.

                     Be constructed from high-quality, weather-resistant recycled materials to ensure longevity and durability.

The total proposed cost for the North Play Yard is $28,000, this will be fully funded through existing donation dollars. This investment will significantly enhance the facility’s ability to provide a safe, engaging, and well-maintained space for animal enrichment and adoption activities.

Staff requests the Board approve and authorize the Chairman to execute a Resolution implementing Budget Amendment Request (BAR) #25-023 in the Animal Services Donations Fund to appropriate funding in the amount of $28,000 for play yard enhancements.
