Background:
On December 22, 2014, Seminole County entered into the Fire and Emergency Medical Services Interlocal Agreement between Seminole County and City of Casselberry, which consolidated fire and emergency medical services for the City of Casselberry with Seminole County. This interlocal agreement also provided the parties would work jointly to develop a parcel owned by the City and located on Wilshire Boulevard into a police station for the City and a fire station for the County. The City has constructed its police station on its half of the Wilshire Boulevard property. The agreements under this agenda item would transfer ownership of the other half of the Wilshire Boulevard property to the County to allow the County to construct Fire Station 25.
The Purchase Agreement sets forth the terms of the transfer of ownership to the County of the Fire Station 25 property. The Second Amendment to Fire and Emergency Medical Services Interlocal Agreement updates the interlocal agreement consistent with the new use of the Wilshire Boulevard property and defines the various obligations of the parties. The Cross Access, Parking, Utility and Dumpster Easement and Maintenance Agreement sets forth various additional rights and responsibilities for the use of the Wilshire Boulevard property by both parties. An additional document will be executed only by the City, a Termination of Restrictions, which eliminates certain restrictions on the Fire Station 25 property contained in a prior deed.

Staff requests the Board approve and authorize the Chairman to execute the Purchase Agreement to purchase for $10.00 from the City of Casselberry the land where Fire Station 25 will be located, the Second Amendment to Fire and Emergency Medical Services Interlocal Agreement between Seminole County and City of Casselberry, and the Cross Access, Parking, Utility and Dumpster Easement and Maintenance Agreement between Seminole County and the City of Casselberry.
