Background:
PS-5135-23/TAD will provide Professional Engineering and Architectural services to support the County’s Osceola Road Solid Waste Management Facility, and Transfer Station.
This project was publicly advertised, and the County received four (4) submittals in response to the solicitation.

• Jones Edmunds & Associates, Inc.
• S2L, Inc.
• SCS Engineers
The Evaluation Committee consisted of Johnny Edwards, Deputy Director of Environmental Services, Oliver Bond, Solid Waste Division Manager, Ronnie Hope, Solid Waste Operations Manager, and Shannon Dawkins, Solid Waste Project Manager I evaluated the submittals and agreed to see presentations from the top three (3) firms. The Evaluation Committee interviewed these firms giving consideration to the following criteria; experience, ability, capacity, skill, and performance.
The Evaluation Committee recommends that the Board approve the ranking below, authorize staff to negotiate rates in accordance with Florida Statutes, Section 287.055, the Consultants Competitive Negotiations Act (CCNA), and authorize the Purchasing & Contracts Division to execute two (2) Master Service Agreements:
1. S2L, Inc.
2. SCS Engineers
3. HDR Engineering
Authorization for the performance of services by the Consultants under this MSA shall be in the form of written Work Orders executed by the County and signed by the Consultant. The work and dollar amount for each Work Order shall be negotiated on an as-needed basis and funded within the approved budgeted amounts. This Agreement will take effect on the date of execution of the Agreement by the County and will continue for a period of three (3) years, and at the sole option of the County, it may be renewed for three (3) consecutive periods not to exceed one (1) year each.
The attached backup documentation includes the Tabulation Sheet, Presentation Scoring/Summary sheets, and the Evaluation Summary sheet. A Draft Agreement, including the scope, has been provided as part of the agenda item and will be used to generate the Award MSA for the Consultants. The Estimated Annual Usage is $600,000.00.
