Background:

The Applicant is requesting approval of a Special Event Permit for the Fall Festival 2024, at the Church of the Nativity in Longwood. The Fall Festival 2024 will include food, games, raffles, auctions, costume contests, music, and youth performances. The number of attendees will not exceed one thousand (1,000) persons daily. The Event hours are Friday 5:00 p.m. to 10:00 p.m., Saturday 12:00 p.m. to 10:00 p.m. and Sunday 12:00 p.m. to 5:00 p.m.  Security and traffic control will be provided by off-duty Seminole County Sheriff’s deputies and overnight security will be a church parishioner, who is a retired law enforcement officer.

The applicant has met all the requirements of Ordinance 2024-21 regarding site plan, certificate of insurance and security plan. The security plan was reviewed and approved by the Seminole County Sheriff’s office.

Pursuant to Section 30.6.4.2 (a)(3) of the Land Development Code, once the Board of County Commissioners has approved a special event, subsequent applications for the same special event are only required to be reviewed and approved by the Development Services Director or designee. If the special event undergoes significant modifications or changes from the original Board approval, or if the conditions imposed by the special event permit are insufficient to address all the relevant issues, a new application for Board approval will be required.

Requested Action:

Request the Board of County Commissioners approve the Special Event Permit for Fall Festival 2024 for October 25, 2024, through October 27, 2024, subject to staff’s recommendations included in the attached Special Event Permit.

Note: The Special Event Permit Conditions of Approval (i.e., full details of the above conditions) are contained in the Special Event Permit in this Agenda Memorandum to be issued by Seminole County, if approved by the Board of County Commissioners.
