Background:

In accordance with Section 35.152 of the Seminole County Land Development Code (SCLDC), the Applicant is requesting Board approval of the Towns at Greenleaf Subdivision. The plat contains thirty-three (33) lots on 6.71 acres. The subject site has a Medium Density Residential Future Land Use designation and an R-3A (Multiple-Family Dwelling) zoning classification allowing a maximum density of ten (10) dwelling units per net buildable acre.

The development will access directly onto West State Road 426.

The development is located within the Seminole County utility service area and will be required to connect to public utilities for water and sewer.

All internal roads will be privately owned and maintained by the Homeowner’s Association.

The Applicant has provided a performance bond to ensure the completion of the subdivision improvements.

On February 14, 2023, a Small Scale Future Land Use Amendment from Commercial to Medium Density Residential, and Rezone from A-1 (Agriculture) to R-3A (Multiple Family Dwelling) for the subject property was approved by the Board of County Commissioners.

Districts 1, 2, 3, 4, and 5 voted AYE, which carried a unanimous vote.

In accordance with SCLDC Section 35.13 on May 3, 2023, Seminole County’s Planning and Zoning Commission reviewed and approved the Preliminary Subdivision Plan for Towns at Greenleaf Subdivision. The Final Engineering Plans were submitted in accordance with Section 35.44 of the SCLDC and were approved on November 28, 2023.

The plat meets all conditions stated in Development Order #22-20000008, and all applicable requirements of Chapter 35 of the Seminole County Land Development Code and Chapter 177, Florida Statutes.

Staff requests the Board approve the Final Plat for the Towns at Greenleaf Subdivision containing thirty-three (33) lots on approximately 6.71 acres zoned R-3A (Multiple Family Dwelling), located approximately 1,300 feet southwest of Slavia Road and West State Road 426.
