Background:

In October 2024 the State of Florida Department of Environmental Protection (FDEP) State Revolving Fund (SRF) Drinking Water Program awarded $533,000 with 100% Principal Forgiveness to Seminole County to evaluate alternative treatments for PFAS (per- and polyfluoroalkyl substances) removal. The County conducted the study and expended $344,832 on the SRF loan leaving a balance in the budget of $188,168.  In consultation with FDEP, it was decided that the original SRF loan (DW590230) will be amended to reduce the loan amount and Principal Forgiveness by $188,168.

FDEP requested that the Utilities Department prepare a Countywide Water Facilities Plan to include with the aforementioned study. The Utilities Department also proposed additional testing, beyond the scope of DW590230, that FDEP is willing to similarly fund. The proposed new agreement (DW590231) will provide the County with a loan of $188,168, also with 100% Principal Forgiveness, to prepare the Water Facilities Plan and continue evaluation of the PFAS removal.

The original loan application required a signed Resolution from the Board authorizing the Chairman to execute the agreements, but a new resolution is not required. The budget for this agreement is already appropriated, and the new loan will reimburse the Department up to $188,168.

Requested Action:
