Background:

Seminole County BOCC, the Seminole County Historical Commission, and the Seminole County Historical Society signed a Memorandum of Understanding to accept the Bill Nygren Carriage Collection as a donation to the Museum of Seminole County and to display the collection. The Historical Society and the Historical Commission agreed to raise $150,000 to fund the retrofit of Building 302 for exhibiting the collection. In addition, the County has contributed $184,501 from the General Fund, for a total of $334,501 for the project

The museum expansion feasibility study identified the need for an additional 3,000 sq ft to display 18 carriages from the collection. Building 302 was identified as an appropriate site that met the space requirements and supported the proposed curation plan. Building 302 would allow the carriages and artifacts to be displayed with a narrative interpretation suitable for all ages.

Section 100.8 of the Seminole County Code established the Historical Commission Fund to receive gifts, grants, and donations for the use and benefit of the Historical Commission. This fiscal year, the fund received donations totaling $125,000. Combined with a prior donation of $25,000, the Historical Commission has met the MOU obligation. BAR 26-025 establishes project business unit 02604072 - Buggy Restoration to retrofit Building 302 and the Carriage Exhibit. The $125,000 donation is acknowledged, and together with the additional $25,000, established the $150,000 project budget in business unit 02604072. 

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute a Resolution implementing the Budget Amendment Request (BAR) #26-025 in the Historical Commission Fund to appropriate revenue in the amount of $125,000 for the retrofit of building 302 to display the Bill Nygren carriage collection.
