Background:

SS-603851-20/BJC provides an integrated total maintenance support plan for service, support, and repairs of the countywide communications system, from October 1, 2020 through September 30, 2030.

Amendment #2 will provide for the replacement of legacy MX microwave radios to MX+ which is one of the most robust microwave products in the mission critical emergency telecommunications marketplace today. This project will update the County’s backhaul network to a full-packet solution utilizing Internet Protocol Multi-Protocol Label Switching to support Next Generation broadband networks. It includes an evolved set of features that take advantage of the packetized nature of Ethernet/IP traffic. The update will create reliable, secure, converged backhaul networks.

This amendment has an onboarding cost of $3,400,000.00, plus annual maintenance over the next five (5) years of approximately $80,000 per year for a revised contract total of $23,051,755. The contract is budgeted in the Emergency Telecommunications Division of the General Fund and will be increased for the FY25 Budget.  Funds are available with approval of BAR #24-032 in the General Fund ARPA Sub fund (Acc#02410004.560646) for the communication towers enhancements. The BAR will transfer funds from a Broadband capital project to the Microwave Upgrade capital project.

Requested Action:

Staff requests the Board to approve Amendment #2 to SS-603851-20/BJC - Maintenance Agreement with Motorola Solutions, Inc., Schaumburg, IL in the amount of $3,400,000.00, and authorize the Purchasing and Contracts Division to execute the amendment; and approve and authorize the Chairman to execute BAR #24-032 in the Major Projects Fund to transfer $3,400,000.00 of existing ARPA Broadband budget to support this amendment.
