Background:
CC-5995-24/TAD will provide construction services for the Oxford Road sidewalk and drainage improvements project for Seminole County and the City of Casselberry. Project elements for Seminole County include adding new curb & gutter and sidewalk, removal and replacement of curb & gutter and sidewalk, new stormwater inlets and pipes, replacement of the outfall to unnamed pond, and removal and replacement of headwall in the pond along Oxford Rd. The project also includes construction of Miami curb, slot drain, and drainage structures along Derbyshire Rd. Project elements for City of Casselberry include constructing a new 12-inch PVC water main along Derbyshire Road and a new 12-inch PVC water main along Oxford Road. The proposed water main will replace existing smaller asbestos cement pipe along the subject corridor and interconnect with existing water mains of various sizes.
The project was publicly advertised, and the County received five (5) bids in response to the solicitation. The Review Committee consisting of Sam Moussa, Professional Engineer; Stephen Miller, Professional Engineer; Ted Holmes, Chief Construction Engineer; and John Slot, Director of Public Works; all from the Public Works Department, reviewed the responses. Consideration was given to bid price, experience, and qualifications. The Tabulation Sheet is included with the supporting documents. The Review Committee recommends award to the lowest price, responsive, responsible bidder Mercon Construction Co. of Winter Park, FL in the amount of $6,895,700.48. The completion time for this project is five hundred sixty-five (565) calendar days to substantial completion and an additional 30 days to final completion after execution of a Notice to Proceed by the County.
The Engineer’s Estimate for this project is $7,014,385.44. The attached BAR will allocate $3,382,598 in funding from City of Casselberry to cover part of the construction bid (38.63% of this bid and CEI Services plus a 10% contingency). This calculation was included in a resolution that went to the City of Casselberry’s Board on 2/10/2025. The remaining amount for the construction bid is funded from 2014 Infrastructure Sales Tax reserves and the Boland Drainage Project (CIP#02507046), which will be funded at a later date. The budget amendment, cost table and resolution are attached to this agenda item.
