Background:

This parcel (#2-821) has been identified as being needed for a drainage easement necessary for our Midway Drainage Improvement Project.  The owner (G. Charles Wohlust as Personal Representative of the Estate of Julia J. Johnson, also known as Julia Demps, (Tax ID #33-19-31-300-0620-0000) of the property located on the north side of Lincoln Street, approximately 155 feet west of Diesel Lane, in Sanford, Florida, has agreed to sell and convey this drainage easement to Seminole County for the sum of $11,550.00 inclusive of all fees and costs.

The parent property is vacant and consists of 0.15 ± acres of land.  The County’s valuation of this acquisition is $6,700.00; a portion of which includes the cost to cure to make the owner whole.  The County’s incentivized offer amount was $11,550.00, which was accepted by the owner, inclusive of all fees and costs.

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute a Purchase Agreement related to Project Parcel #2-821 for a drainage easement necessary for the Midway Drainage Improvement Project (663.04 ± SF) between G. Charles Wohlust as Personal Representative of the Estate of Julia J. Johnson, also known as Julia Demps, and Seminole County for  $11,550.00, as full settlement and any other claim for compensation from which Seminole County might be obligated to pay relating to the parcel.
