Background:
PS-5972-24/LTT will provide bridge inspection services for bridges and box culverts with openings less than twenty feet (20’) in width, pedestrian, trail, and bridges not inspected by FDOT, pedestrian, trail and other bridge types as reference in the scope of services.
The project was publicly advertised, and the County received three (3) responses.

The Evaluation Committee consisting of Ted Holmes, P.E., Chief Construction Engineer; Sam Moussa, P.E., Project Manager and Stephen Miller, P.E, Construction Project Manager, evaluated the proposals and agreed to see presentations from all three (3) firms, giving consideration to qualifications of proposed staff, project approach and understanding, and similar project experience.
The Evaluation Committee recommends that the Board approve the ranking and authorize staff to negotiate rates in accordance with Section 287.055, Florida Statutes, the Consultants Competitive Negotiation Act, and authorize the Purchasing and Contracts Division to execute one (1) Master Services Agreement with:
1. Ayres Associates Inc.
2. CONSOR Engineers, LLC
3. Engineering Operations, LLC
Authorization for the performance of services will be in the form of written Work Orders issued and executed by the County and signed by the Consultant. The work and dollar value of each Work Order will be negotiated on an as needed basis and funded within the approved budgeted amounts. This Agreement will take place on the date of its execution and will continue for a period of three (3) years, and at the sole option of the County may be renewed for two (2) successive periods not to exceed one (1) year each.
The attached backup documentation includes the tabulation sheet and the Presentation Scoring Summary Sheets. A Draft Agreement including the scope of services has been provided as a part of this agenda item and will be used to generate the Award MSA. The estimated annual usage is $150,000.00
