Background:
RFP-5044-26 establishes a pool of pre-qualified firms to provide on-call, as-needed public relations, marketing, and communications services. Services may include strategic communications planning, community outreach, social media management, media relations, and key messaging development to support high-level government communications, including proactive messaging, sensitive issue response, community education, and public engagement initiatives.
All work will be issued through written task authorizations and purchase orders; no work is guaranteed, and services will be utilized only as needed and as funding allows.
The project was publicly advertised, and the County received twenty-one (21) responses listed alphabetically below, one (1) of which was determined to be non-responsive.

The Evaluation Committee consisting of Chris Patton, Director Of Communications; Stephen Koontz, Assistant County Manager; and Andrea Wontor, Public Information Division Manager evaluated the responses considering qualifications, experience, project approach, understanding, and similar project experience.
The Evaluation Committee recommends award for this project to the five (5) top-ranked firms.

Authorization for performance under this Agreement will be in the form of written Purchase Orders issued by the County. The Agreement will take effect on the date of its execution and remain in effect for three (3) years. At the sole option of the County, the Agreement may be renewed for two (2) successive periods not to exceed one (1) year each. The estimated annual amount for this project is $100,000.
Attached to this agenda is Budget Amendment Request #26-031 which transfers $100,000 from General Fund reserves to the Office of Communications to fund the contract for encumbrance. General Fund Reserves are currently budgeted at $78.4 million. The budget is appropriated in account business unit #02601005.
The attached backup documentation includes the Tabulation Sheet, Evaluation Ranking and Scoring Summary, and the Award Agreement, including the scope of services, which has been provided as part of this agenda item.

Staff requests that the Board award RFP-5044-25 Public Relations, Advertising, Marketing, and Multimedia Services to the five (5) top-ranked firms; approve and authorize the Chairman to execute a Resolution implementing Budget Amendment Request (BAR) #26-031 in the General Fund to transfer $100,000 from reserves and authorize the Purchasing and Contracts Division to execute the Agreement.
