Background:

These parcels (#1-809 & 1-810) have been identified as being needed for a drainage easement necessary for the Midway Drainage Improvement Project.  The owners (CD Investments & Development, LLC and Dashawn Oxford / Tax ID #32-19-31-300-0370-0000 & #32-19-31-300-037A-0000) of the properties located on the north side of Northward Avenue at its intersection with Church Street, in Sanford, Florida, have agreed to sell and convey this drainage easement to Seminole County for the sum of $29,500.00 inclusive of all fees and costs.

 

The parent properties are vacant and consist of 0.47 ± acres of land combined. The County’s valuation of this acquisition is $11,600.00, a portion of which includes the cost to cure to make the owner whole. The County’s incentivized offer amount was $20,400.00. After negotiation with the owners, a settlement was reached at $29,500.00, inclusive of all fees and costs.

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute a Purchase Agreement related to Project Parcels #1-809 & 1-810 for a drainage easement necessary for the Midway Drainage Improvement Project (994 ± SF in total) between CD Investments & Development, LLC and Dashawn Oxford and Seminole County for  $29,500.00, as full settlement and any other claim for compensation from which Seminole County might be obligated to pay relating to the parcel.
