Background:

The Office of the Public Defender is mandated to retain criminal case file information for five years beyond the conclusion of a client's sentence. In recent years, the volume of data requiring storage has grown exponentially. This surge is primarily driven by law enforcement's routine use of body-worn and dashboard cameras and the increasing prevalence and affordability of private security camera systems.

Just five years ago, a typical arrest following a traffic stop might have generated only an officer’s written report and an arrest affidavit-easily stored in under one megabyte of space. Today, that same case is likely to include multiple video recordings-typically four-from body and dash cameras. Combined with the original documents, the case now requires approximately two gigabytes of storage-an increase of 2,000 times.

This shift in technology impacts storage capacity and the backup processes significantly. Reliable data protection requires regular database backups, and the inclusion of large video files substantially increases both the time and storage capacity needed to perform these tasks effectively.

The equipment requested for purchase represents the most cost-effective solution for managing this growing data demand while ensuring data integrity and protection. Unlike recurring fees associated with cloud-based storage services, this equipment involves a one-time investment and offers scalable, secure storage for years to come.

The $47,500 is currently being transferred from the Public Defender’s existing Operating Budget to a Capital Project BU# 02503001.

The amount on this BAR reflects Seminole County’s portion of the Capital Purchase and the request to purchase the Storage Array has been reviewed and approved by the Seminole County Information Technology Department.

Staff requests the Board approve and authorize the Chairman to execute a Resolution implementing Budget Amendment Request (BAR) #25-037 in the Court Support Tech Fee (ARTV) Fund to transfer $47,500 of existing budget for the purchase of a Storage Array.
