Background:

At the September 24, 2024 meeting, the Board of County Commissioners (BCC) directed staff to revise the County’s Code Enforcement program, including the processes and procedures related to Code Enforcement and relevant chapters of the Seminole County Code.

On September 23, 2025, the BCC held a work session to review proposed modifications and recommendations for Chapter 168, Nuisances.

Key recommendations incorporated into the draft ordinance include:

                     Amending procedures for the County’s abatement of nuisances to unoccupied, unsuitable and dangerous or unsafe buildings and structures;

                     Delegating authority to the Development Services Director, Building Official, Fire Marshal, or Code Enforcement Division Manager to issue public nuisance determinations;

                     Delegating authority to a Special Magistrate to consider and decide nuisance determinations or abatements; and

                     Implementing conforming amendments for previous changes to Chapters 53 and 95 of the Seminole County Code.

Requested Action:

Staff requests the Board approve the adoption of an Ordinance amending Chapter 168, Nuisances, of the Seminole County Code by amending Part 1 related to unoccupied, unsuitable and dangerous or unsafe buildings and structures; Providing for codification in the Seminole County Code; Providing for severability; and providing an effective date.
