Background:

The 18th Circuit Court Mental Health Court program with the Sheriff’s Behavioral Health Unit has requested Seminole County apply for a grant through the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance to support comprehensive service networks addressing untreated mental illness and substance use to reduce the burden on law enforcement and the justice system. The grant provides up to $3,000,000 over a three-year period.  Funding will provide comprehensive mental health and substance use treatment for clients through the Mental Health Court program.  The grant would also provide funding for the Crisis Stabilization Centers that provide 24/7 crisis receiving/drop-off centers with dedicated law enforcement access, protocols and capacity for rapid assessment, stabilization, and civil commitment evaluations for individuals who pose a danger to themselves or others or demonstrate grave disability.

The grant requires the signature of the Chief Executive Officer to sign that the County is following Federal statues regarding citizenship and Civil Rights and that subrecipients will also comply. The grant requires a 20% cash or in-kind match based on the total project cost in years one and two and 40% match in year three, which will be satisfied through in-kind support contributed by the 18th Circuit Court and Sheriff’s Behavioral Health Unit along with community partners at the Crisis Stabilization Centers.

Requested Action:

Staff requests the Board ratification to submit a grant application to the U.S. Department of Justice Office of Justice Programs Bureau of Justice Assistance FY 2026 Public Safety and Mental Health Initiative requesting up to $3,000,000; and authorize the Chairman to sign the Certification of the Chief Executive Officer form; and authorize the County Manager or designee to execute the grant application and supporting documents as required including Notice of Award.
