Background:

The Clerk of the Court’s Record Center is currently operating on an Uninterruptible Power Supply (UPS) system that has reached end-of- life and is experiencing recurring overload conditions and operational instability. These issues pose a significant risk to essential Clerk functions - including records management, network connectivity, and data integrity -due to potential UPS failure.

Due to the emergent nature of the system’s degradation, the Office of Emergency Management (OEM) obtained a quote for like-for-like replacement to ensure continuity of operations at the existing design capacity.

The Budget Amendment request will support the procurement and installation of the replacement UPS. Approval of this item will prevent potential service disruptions at the Records Center and maintain operational readiness for critical Clerk functions.

This request also appropriates funding from reserves to support the replacement of the Distributed Antenna System (DAS) at John E. Polk Correctional Facility and Criminal Justice Center. The current DAS must be replaced to ensure reliable amplification of radio signals, enabling clear and uninterrupted communication for emergency responders and staff. Updating this system is critical for operational efficiency and safety within these facilities. This project was included and approved in the FY26 Adopted Budget but requires $70,000 of additional funding due to increased costs.

Major Project Reserves are currently budgeted at $1.4 million
