Background:
In accordance with Section 35.152 of the Seminole County Land Development Code (SCLDC), the Applicant is requesting Board approval of the Final Plat for the Reagan Center Subdivision containing six (6) commercial lots on 110.13 acres. The subject site has a Planned Development Future Land Use designation and a PD (Planned Development) zoning classification, with entitlements for general commercial and retail uses consistent with C-1 (Retail Commercial) and C-2 (General Commercial) permitted uses; including but not limited to, professional and medical office, assisted living facilities, and multi-family residential with a maximum density of twenty-five dwelling units per net buildable acre and a maximum Floor Area Ratio (F.A.R.) of 0.95.
The development is located within the Seminole County utility service area and will be required to connect to public utilities for water and sewer. A Conditional Utility Agreement for water, wastewater, and reclaimed water between the Developer and Seminole County was approved on September 9, 2025, by the Seminole County Board of County Commissioners.
There are two previously recorded drainage and utility easements on the subject site that require termination; Drainage and Utility Easement recorded in Official Records Book 1907, Pages 0358-0359, and Temporary Blanket Drainage Easement recorded in Official Records Book 8896, Pages 0948-0954. The Development Services Engineering Manager and the Utilities Department support this termination, as the easement is being reconfigured into a newly proposed Public Drainage and Utility Easement, as shown on the proposed Reagan Center plat. The revised easement alignment satisfies the County’s utility and drainage requirements. These easements have been reconfigured and are captured in the proposed plat.
There are two previously approved utility agreements that require termination; Utility Agreement for Sewer Service recorded in Official Records Book 2376, Pages 0489-0502, and Utility Agreement for Water Service recorded in Official Records Book 2376, Pages 0503-0516. These agreements are standard instruments that outline the conditions under which a developer may connect to County utility systems. They also reference and include, as a binding exhibit, the previously mentioned Drainage and Utility Easement (Official Records Book 1907, Pages 0358-0359). As previously stated, a new Utilities Agreement between Seminole County and the Developer was approved by the Board of County Commissioners on September 9, 2025, to provide water and sewer for the Reagan Center property.
All internal roads will be privately owned and maintained by the Reagan Center Property Owners Association.
The Applicant has provided a performance bond to ensure the completion of the subdivision improvements.
On June 25, 2024, a PD Major Amendment Rezone from PD (Planned Development) to PD (Planned Development) for the subject property was approved by the Board of County Commissioners.
Districts 1, 2, 4, and 5 voted AYE.
Districts 3 voted NAY.
In accordance with Section 35.13 of the Seminole County Land Development Code (SCLDC) on January 8, 2025, the Planning and Zoning Commission reviewed and approved the Preliminary Subdivision Plan. The Final Engineering Plans were submitted in accordance with Section 35.44 of the SCLDC and were approved on September 9, 2025.
The plat meets all conditions stated in Development Order #23-20500017, and the Developer’s Commitment Agreement #24-20500009, all applicable requirements of Chapter 35 of the SCLDC and Chapter 177, Florida Statutes.
