Background:

The United States Department of Housing and Urban Development (HUD) announced that the State of Florida would receive Community Development Block Grant - Disaster Recovery (CDBG-DR) funding as part of the Rebuild Florida Storms HAZARD Mitigation Grant Match Program (HMGMP) to support long-term resiliency and mitigation efforts following the 2023/2024 storms. The CDBG-DR HMGMP intent to award is based upon receiving funding from the Hurricane Idalia, Hazard Mitigation Grant Program (HMGP) for the Seminole County Michigan Avenue Flood Risk Reduction project from the Florida Division of Emergency Management (FDEM).  As a recipient of this funding, Seminole County has been deemed preliminarily eligible to receive FEMA’s required local match.  The Florida Department of Commerce is the governor-designated state authority responsible for administering these funds.

Seminole County’s HMGP Michigan Ave project Phase I (design, survey and permitting) grant was executed on May 20, 2026, in the amount of $427,770 (75/25 split).  Phase I is complete and close-out submittals are being prepared for the State.  Phase II (construction) grant funding will commence upon Phase I close-out.  If Phase II is awarded through the HMPG Grant, the HMGMP funding in the amount of $1,057,080 from the Florida Department of Commerce will fulfill the matching funds requirement for the HMGP Phase II construction. The application for the CDBG-DR is due to the Florida Department of Commerce by July 6, 2026.
