Background:
RFP-604612-23/MHH will provide a qualified consultant responsible for completing a CSBG Community Needs Assessment, Five-Year Consolidated Plan and Housing Equity Plan for the County's Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) Program for Program Year (PY) 2025-2030.
This project was publicly advertised, and the County received two (2) proposals in response to the solicitation, one (1) was deemed non-responsive for failure to comply with Section 2.23 “Proposal Format”. The Evaluation Committee, Allison Thall, Director of Community Services, Carrie Longsworth, Community Assistance Division Manager, and Stacey Smithwick, Community Development Division Manager, evaluated the proposals. Consideration was given to experience and government references, project approach, project understanding, team qualifications, and cost. The Evaluation Committee recommends award to the top ranked firm, Florida Housing Coalition, Tallahassee.
Authorization for performance under this Agreement will be in the form of written Release Orders issued and executed by the County. The agreement will take effect on the date of its execution and continue through December 1, 2026. The total amount of these services is $158,750.00.
