Background:

In response to a citizen’s request, a comprehensive evaluation of the prevailing conditions at the railroad crossing on South Sanford Avenue in Sanford was conducted.  In accordance with Section 1006.23, Florida Statutes, it was determined that the existing conditions present a hazardous walking condition.  Students who commute to and from Pinecrest Elementary School are compelled to cross the road surface in this area, where the traffic volume surpasses 180 vehicles per hour (as per the 2018 Average Daily Traffic, which recorded 4,302 vehicles per hour), and the posted speed limit is 35 MPH.  (Location: Crossing #621379-E at CSX, milepost #AU-773.16 on South Sanford Avenue).

 

The proposed project aims to address these safety concerns by constructing a continuous five-foot (5’) wide sidewalk within the CSXT right-of-way.  This will be achieved through the realignment of the existing five-foot (5’) wide concrete sidewalk in both the northeast and southeast quadrants, along with the installation of a five-foot (5’) wide asphalt sidewalk extension across the crossing.  Additionally, the project will encompass signal modification, the installation of a new pedestrian gate featuring flashers on both the mast and tip of the gate arms, the relocation of existing flashing lights, and the replacement of the gate are in the southeast quadrant.

 

In addition to the construction of the sidewalk connection, a sum of $190,437, as outlined in Exhibit “D” (Force Account Estimate) within the Construction Agreement, will be allocated for necessary enhancements to the railroad crossing infrastructure. Additionally, the project entails ongoing annual maintenance fees and other essential entitlements.

 

As part of this transaction CSXT will convey a Temporary Easement for construction of the improvements and a Deed of Easement for the crossing. CSX will be signing the Easements.

 

BAR #24-006 is attached to this agenda item which will allocate $305,164 from 2014 Infrastructure Sales Tax Fund reserves to cover costs associated with the construction of the sidewalk and the enhancements to the railroad crossing infrastructure. Current reserves in this fund are budgeted at $10M.
