Background:

The Grants Oversight and New Efficiency (GONE) Act of 2016 holds Federal agencies accountable for closing out expired grants.  GONE aims to reduce costs associated with maintaining bank accounts of expired grants that contain undisbursed funds or a zero balance and has tasked Federal agencies with developing closeout procedures. 

HUD has enhanced regulations within the Uniform Administrative Requirements, found in 2 CFR Part 200, to incorporate a Period of Performance for grantees to submit all documents required by HUD to close out grant funding years. 2 CFR 200.344 specifies that grantees must submit, no later than 120 days after the end date of the Period of Performance, all financial, performance, and other reports as required by the terms and conditions of the Federal award.

HUD has just implemented 2 CFR 200.344 for grantees to closeout FY16 of HOME program and any subsequent years where funds have been fully expended.  Grantees are required to execute and upload the closeout and certification documents within the HUD software modules for each fiscal year in which HUD has certified that all funds have been appropriately expended. 

The four HOME fiscal years cited above have been certified, by HUD, as being fully expended.  Each of these grants are now eligible for closeout and certification.  HOME-ARP, CDBG and (H)ESG policies and procedures are currently in final draft and shall be implemented soon. 

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute the Housing and Urban Development (HUD) grant closeout form and certification document(s) for the HOME funds received in FY 2016, FY 2017, FY 2018, and FY 2019.  Furthermore, authorize the Chairman to execute the closeout form and certification document(s) for all future subsequent years associated with the HOME, HOME-ARP, CDBG, (H)ESG grants, and any disaster and/or special circumstance(s) related funding received by HUD.
