Background:
The Michigan Ave Drainage project will improve existing stormwater collection and conveyance systems of the area by increasing the size of the driveway culverts, construction of new storm inlets in low spots of the road to capture runoff, and the regrading of portions of the roadside swales to increase their capacity. The project starts to the west at the intersection of Michigan Avenue and New York Street and ends to the east at the corner with Oregon Street.
The project scope includes the elevation of the vertical profile of sections of the road above the design flood elevation. The existing drainage infrastructure along the road consists of an incomplete network of swales and undersized driveway culverts. The project area receives the runoff trying to make its way to the St. John’s River from areas upstream that have seen significant development in the last ten years. After completion, the project shall address the deficiency in the stormwater collection and conveyance of the system in the area, reducing damages to structures, displacement, and loss of function to the road allowing access to emergency vehicles and residents during and after storm events. This project addresses the most recent damages caused by Hurricane Ian in 2022. Prior to Hurricane Ian this location received damage from Tropical Storm Fay in 2008, Hurricane Matthew in 2016, and Hurricane Irma in 2017.
This BAR will establish $426,702 for design costs, this includes $387,911 for the design proposal from Inwood Consulting Engineers, and a 10% contingency. Additional funding will be required for construction. The costs for construction will not be final until the design is complete, but current estimates are $2.3M. FEMA reimbursement is anticipated for all phases of the project. Reimbursement is expected to be 87.5%.
General Fund Reserves are currently budgeted at $59.9 million.
