Background:
The Federal Emergency Management Agency (FEMA) has provided a grant assistance program for Flood Mitigation Assistance for Hurricane Ian in 2022. The grant program allows for home elevation and/or acquisition and demolition of homes affected by flooding. The County will be applying for the three applications for County Homeowners to prevent or reduce future flood losses. The grant program is a 75% Federal cost reimbursement with the homeowners required to fund the matching portion of the grant award along with the requirement of having flood insurance. The County Emergency Management division will manage the grant program for awarded grants. The applications had a short window of applying for the 12/1/23 deadline to submit the applications to the State of Florida Department of Emergency Management to review applications for submittal to FEMA in February 2024.
The three Seminole projects are: 741 Winona Dr., Geneva-proposed project to elevate the home to a level of two feet above the base flood elevation to prevent or reduce future flood losses with an estimated budget of $480,000; 401 Dynasty Cove, Sanford-proposed project to demolish the damaged structure and rebuild the home to a level of 2 feet above the base flood elevation to prevent or reduce future flood losses with an estimated budget of $481,216; and 2990 Truman Blvd., Sanford-proposed acquisition and demolition of the property due to repetitive flooding. After demolition, the parcel would be cleared and designated as open space. This project’s estimated budget is $289,380. The estimated total projects funding would be $1,250,596 with Federal FEMA funding of $937,947 and $312,649 funding from the homeowners.

Staff recommends ratification from the Board for the submittal of the FEMA Flood Mitigation Assistance grant applications for three Seminole County homeowners that experienced flooding from Hurricane Ian in 2022; and authorize the County Manager or designee to execute any documents associated with the grant applications.
