Background:
On January 9, 2020, the Florida Department of Transportation (FDOT) and Seminole County entered into a Joint Participation Agreement for a project known as the National Pollutant Discharge Elimination System (NPDES) Permit FLS000038. The purpose of the Agreement is for FDOT to provide funds to the County to share in the costs associated with the water quality monitoring program, a public education program, and assistance with inspection of illicit discharges required under the NPDES Permit. The original agreement provided the County an amount equal to $8,356.00 per FDOT Fiscal Year. The term of the original agreement ended October 31, 2025. Supplemental Agreement No. 01 was approved by the Board on May 13, 2025, for an additional $8,356.00 for FDOT Fiscal Year 2024/2025. Supplemental Agreement No. 02 was initially brought to the Board on June 23, 2026. The Board approved and signed this 2nd supplemental agreement, and it was sent back to FDOT for execution. However, FDOT revised the document post-signature, therefore requiring the document to be reauthorized.
The revised Supplemental Agreement No. 02 increases funding under the Agreement for an additional FDOT Fiscal Year (2026/2027) in the amount of $8,356.00, increasing the total under the agreement to $58,492.00 and extending the term of the Agreement to October 31, 2027.

Staff requests the Board approve and authorize the Chairman to sign the Supplemental Agreement No. 02 to the Joint Participation Agreement between the State of Florida Department of Transportation and Seminole County for NPDES Permit FLS000038, the accompanying Resolution, and any potential subsequent supplemental agreements and resolutions.
