Background:
The County is initiating a capital project to design and construct a County Administration Building and associated parking garage that will better support current and future operational needs, enhance public service delivery, and provide a modern facility with improved energy efficiency, safety, and accessibility for both staff and the community.
The Purchasing and Contracts Division, in accordance with applicable procurement laws and procedures, issued a Request for Proposals (RFP) PS-6549-25/RTB for Architectural and Engineering Services for the Seminole County Administration Building on April 14, 2025. The selected architectural and engineering firm will provide comprehensive design and construction administration services for the project.
The County received eight (8) responses, listed alphabetically below:

• JL2 Architecture
• Silling Architects
• Song + Associates, Inc.
• STORYN Studio for Architecture
• The S/L/A/M Collaborative, Inc.
The Evaluation Committee, consisting of Chad Wilsky, Fleet and Facilities Director; Anthony Maddox, Facilities Division Manager; Nick Brow, Facilities Development Manager; and Kristian Swenson, Assistant County Manager, reviewed and evaluated the responses and selected four (4) firms to interview: HKS, Inc., JL2 Architecture, Silling Architects, and The S/L/A/M Collaborative, Inc
The interview presentations by the four selected firms were evaluated based on the qualifications of their proposed design team, relevant experience with similar projects, programming approach, and overall design schedule.
Following a comprehensive evaluation and interview process, the evaluation committee recommends that the Board approve the ranking and authorize staff to negotiate the rates in accordance with Section 287.055, Florida Statutes, the Consultants Competitive Negotiation Act, and authorize the Purchasing & Contracts Division to execute one (1) Master Services Agreement. The ranking is as follows:
1. Silling Architects
2. JL2 Architecture
3. HKS, Inc.
4. The S/L/A/M Collaborative, Inc.
Work authorized under the Master Services Agreement (MSA) will be initiated through written Work Orders, which will be issued and executed by the County and signed by the Consultant. The scope and cost of each Work Order will be negotiated on an as-needed basis and must fall within approved budgetary limits.
The Agreement will become effective upon execution and will remain in effect for a period of five (5) years. At the sole discretion of the County, it may be renewed for up to two (2) additional one-year terms.
The attached backup documentation includes the Tabulation Sheet, Evaluation Ranking Sheet, and the Presentation Ranking and Scoring Sheets. A Draft Agreement, including the Scope of Services, has been provided as a part of this Agenda Item, and it will be used to generate the Award MSA.
