Background:

The Applicant is requesting approval of the Hidden Woods Reserve Preliminary Subdivision Plan (PSP). The subject property has a Low Density Residential Future Land Use which allows a maximum of four (4) dwelling units per net buildable acre. The PSP proposes twenty-two (22) single family residential lots on 9.37 acres with a maximum density of 2.4 dwelling units per net buildable acre. There are no wetlands or floodplain observed on the property.

The internal road will be privately owned and maintained by the Homeowner’s Association, and the primary access will be from Oakhurst St. The developer is required to widen Oakhurst St to a minimum width of twenty (20) feet and resurface the roadway to County standards from Virginia Ave to the subject property, as shown in the PSP. The details of the road widening plans will be demonstrated at the time of Final Engineering.

Seminole County is the water and sewer utility provider, and the development will be required to connect to public utilities. The City of Altamonte Springs has a sanitary sewer connection in the area to which the County proposes connecting the development. Before the connection can occur, an interlocal agreement between the County and the City must be approved and executed. The agreement is currently under review and must be fully the executed prior to Final Engineering approval.

The PSP complies with all the conditions of the Hidden Woods Reserve PD Final Development Plan and Developer’s Commitment Agreement #22-20500017 as approved on April 10, 2023.

The Applicant has provided all required submittals as per Sec. 35.43 of the Seminole County Land Development Code (SCLDC). Staff has reviewed the required submittals and finds that the request is in compliance with all applicable provisions of Chapter 35 of the SCLDC and with the land use and zoning designations of the property.

Requested Action:

Staff requests the Planning and Zoning Commission approve the proposed Preliminary Subdivision Plan as per the following motion:

Based on Staff’s findings and the testimony and evidence received at the hearing, the Planning and Zoning Commission finds the request meets the identified portions of the Seminole County Land Development Code for the Hidden Woods Reserve Subdivision containing twenty-two (22) residential lots on 9.37 acres zoned PD (Planned Development), located on the south side of Hidden Woods Cv., west of Virginia Ave.
