Background:

RFP-604986-25 will provide tort litigation legal services for general liability concerning the defense of lawsuits for bodily injury and automobile liability claims, with the possibility of occasional errors and omissions or employment practices claims.

The project was publicly advertised, and the County received two (2) responses listed alphabetically below:

                     Dean, Ringers, Morgan & Lawton, P.A.

                     Roper, Townsend & Sutphen, P.A.

The Evaluation Committee, consisting of Ralph Caravello, Risk Management Division Manager; Alicia Castillo, Risk Management Claims Manager; and Cassidy Perdue, Assistant County Attorney, evaluated the proposals. Consideration was given to staff experience, firm experience, and government claim experience.

Authorization for performance under the contract will be in the form of written Purchase Orders issued and executed by the County. The contract will take effect on the date of its execution and remain in effect for three (3) years. At the sole option of the County, the term may be renewed for two (2) successive periods not to exceed one (1) year each. The total five-year cost is estimated at $1,000,000.

The attached backup documentation includes the Tabulation Sheet, Evaluation Ranking, and Scoring Summary Sheets. A Draft Term Contract, including the scope of services, has been provided as part of this agenda item. The estimated annual cost is $200,000.

Requested Action:

Staff requests the Board award RFP-604986-25 Legal Services for Tort Litigation to Dean, Ringers, Morgan & Lawton, P.A., Orlando, FL, and authorize the Purchasing and Contracts Division to execute the Term Contract.
