Background:

In March 2020, Seminole County received Coronavirus Aid, Relief, and Economic Security (CARES) Act supplemental funding, CDBG-CV-3, in the amount of $2,006,356, through the U.S. Department of Housing and Urban Development (HUD).  These funds were awarded to assist communities with preventing, preparing for, and responding to the Coronavirus.  Funds for this allocation were required to be spent within six years or be subject to recapture. The spending deadline for the CDBG-CV-3 funds is December 2026. 

 

On or about April 2022 the CDBG-CV-3 funds were awarded to two separate organizations, Second Harvest Food Bank of Central Florida, and True Health. 

 

At the July 26, 2022, Board of County Commission meeting, $850,000 was awarded to Second Harvest Food Bank (SHFB). The funds were used to assist with the organization’s collection, storage, and distribution of donated food to more than 48 feeding partners in Seminole County. SHFB was reimbursed for assistance using a variety of methods including:

 

A.   Food Distribution

B.   Program Partner Capability and Capacity Building, and

C.   Direct Home Delivery

The original allocation of $850,000 was fully expended by SHFB in June 2023.  However, there remains $350,000 of unspent administrative funds that can be used for continued assistance within Seminole County.  Whereas the program funds are fully expended ($2,006,356), the balance of the administrative funds can either be converted to program funds or be recaptured by HUD.  SHFB has agreed to re-engage with us to expend the final $350,000 to resume providing food services to income-restricted Seminole County residents.

Requested Action:

Staff is requesting the Board approve and authorize the Chairman to execute the Agreement between Seminole County and Second Harvest Food Bank of Central Florida, Inc, and any subsequent amendments or documents, for CDBG CV-3 Funding in the amount of $350,000 to provide food services to income-restricted Seminole County residents.
