Background:
This project is the Lake Minnie Connector Road - phase 1A. It connects the 5 Points parking garage to Lake Minnie Drive. CC-5513-24/MAG will provide all labor, materials, equipment, transportation, coordination, and incidentals necessary to provide construction services for a new (2) Lane roadway, approximately 1,950 feet in length, a stormwater pond, water mains, sanitary mains, reclaimed water mains, fiber optic communication lines, signing & pavement markings, maintenance of traffic, and utility coordination.
The project was publicly advertised, and the County received (6) bids in response to the solicitation. The Review Committee consisting of Jedious Aggrey, Project Manager II; Ted Holmes, Chief Construction Engineer; Jean Jreij, Public Works Director; and Dino Lucarelli, Chief Design Engineer reviewed the responses. Consideration was given to bid price, experience, and qualifications.
The Review Committee recommends award to the lowest priced, responsive, responsible bidder, Southern Development & Construction, Inc. (SDC), in the amount of $4,047,620.00. The completion time for this project is three hundred (300) calendar days to substantial completion and an additional thirty (30) calendar days to final completion for a total contract time of three hundred thirty (330) calendar days from the issuance of a Notice to Proceed by the County.
The Engineer’s Estimate for this Project is $5,759,681.87.
This is a budgeted Project and funds are available in 5Pts Complex Road, Drainage & Utility Project (Acct #00265503.560650.0001)

Staff requests that the Board award CC-5513-24/MAG - 5 Points Complex Roadway, Drainage and Utility Project to Southern Development & Construction, Inc.; in the amount of $4,047,620.00 and authorize the Purchasing and Contracts Division to execute the Agreement.
