Background:

On May 14, 2024, the Seminole County Board of County Commissioners adopted Ordinance No. 2024-12, establishing procedures for creating and managing Tourism Improvement Districts (TIDs). Following this, the County and Tourism Property Owners initiated the formation of the Seminole County Tourism Improvement District (SCTID) by circulating petitions and securing signatures from properties representing over 50% of available rooms. The County’s Administrator of the Office of Economic Development and Tourism confirmed sufficient support for the district.

On February 25, 2025, the Board adopted Ordinance No. 2025 - 5, officially establishing the SCTID and authorizing annual assessments. The Ordinance outlines the services and improvements funded by the SCTID, all aimed at promoting tourism and increasing demand for overnight stays.

This Resolution authorizes that a fixed Assessment of $1.75 per night, per room available for occupancy be levied upon all Tourism Properties with 60 or more rooms available for occupancy and operating within the SCTID. An Assessment Roll including the names, addresses, and number of rooms or units for each Tourism Property to be assessed within the SCTID is attached to the Resolution as Exhibit A. The Seminole County Tax Collector will collect these assessments monthly and remit them to the Office of Economic Development and Tourism.

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute the Resolution approving the imposition and collection of a tourism improvement district assessment upon tourism properties with sixty (60) or more rooms available for occupancy and which are located in the Seminole County Tourism Improvement District (SCTID); providing for severability; and providing for an effective date.
