Background:

On August 23, 2018, the Florida Communities Trust (FCT) Board granted conditional approval for the land exchange, which involved transferring grant restrictions from Jetta Point to Rolling Hills. At that time, Seminole County submitted an amendment to the Grant Agreement to officially release the grant conditions from Jetta Point and assign them to Rolling Hills.

The County subsequently received a letter from FDEP dated March 27, 2026, confirming the release from any further remediation obligations, with the exception of those outlined in the Declaration of Restrictive Covenant (DRC) recorded by Seminole County on March 18, 2026.

After sharing the FDEP letter with FCT staff, the County was provided with a “Release of Grant Award Agreement” and an “Amended Grant Award Agreement.” These documents officially remove all FCT grant obligations from Jetta Point and transferred them to Rolling Hills.

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute the Amended Grant Award Agreement and the Release of Grant Award Agreement between Seminole County and the Florida Communities Trust transferring restrictions from the Jetta Point Property to Rolling Hills.
