Background:

On June 27, 2024, the 2023 Airbus H125 AS350B3 helicopter of the Seminole County Sheriff’s Office (SCSO) was involved in a hard landing at the Orlando Sanford International Airport, resulting in substantial damage. Aviation insurance proceeds of $6,262,000, net of deductibles, are anticipated for the helicopter claim, with $4,906,000 for the hull and $1,356,000 for the special equipment.

The Seminole County Sheriff’s Office requests a FY 2024/25 Budget Amendment to appropriate the $6,262,000 in anticipated insurance proceeds toward the purchase of a replacement Airbus H125 helicopter. Once appropriated, SCSO will execute a purchase agreement for an Airbus airframe with expected availability of December 2024, and the remaining build-out of the helicopter will take several months, with an estimated completion date of Summer 2025 at the earliest. No additional transfer from general funds is anticipated to complete the purchase of the helicopter.

As of September 30, 2024, the hull of the helicopter has been deemed a total loss and SCSO will receive $4,906,000 in insurance proceeds. The special equipment claim is in progress, with a partial loss of $654,969 determined and paid to SCSO to date and the remaining $701,031 currently under review. The $654,969 in insurance proceeds received will be included as excess fees in the SCSO’s FY 2023/24 Year-end Closeout to be submitted to the BCC by October 30, 2024, in accordance with Section 30.56(6), Florida Statutes.
