Background:
On June 10, 2025, the Board awarded RFP-604988-25/MPG, Term Contract for Mosquito Aerial Adulticiding and Larvaciding Services, to support the Seminole County Mosquito Control Program. The County subsequently entered into an agreement with Clarke Environmental Mosquito Management, Inc. on June 17, 2025. The project was publicly advertised, and the County received one (1) responsive proposal from Clarke Environmental Mosquito Management, Inc.
On July 23, 2026, the County received notification from Clarke Environmental Mosquito Management, Inc. that the company would cease providing fixed-wing aerial mosquito control services due to the dissolution of a business partnership. As a result, Clarke Environmental Mosquito Management, Inc. is no longer able to perform the fixed-wing aerial mosquito control services required under the agreement.
Future procurement activity is planned to replace this vendor provided service. In the event of an emergency need for the aerial spraying in the interim, the Department will coordinate with the Florida Department of Agriculture (FDACS) for assistance.

And authorize the Purchasing and Contracts Division to execute the termination agreement.
