Background:

PS-7224-26/NBM will provide a single consultant to provide architectural and engineering (A&E) comprehensive services for the planning, design, and construction of the Seminole County Indoor Sports Complex facility. These services will include architectural and engineering design, schedule development, code and regulatory coordination, construction document preparation, permitting support, civil/site planning and design, parking strategy analysis, traffic study coordination, and construction administration through final project completion.

The project is anticipated to be delivered using a Construction Manager at Risk delivery method. The selected firm will be required to coordinate with the CMAR during design milestone reviews and participate in review of the Guaranteed Maximum Price, as requested by the County. Cost estimating services are anticipated to be provided separately by the Owner and are not expected to be included in the selected firm’s scope of services.

The selected firm will work in close collaboration with Seminole County and key stakeholders to deliver a high quality, durable, code-compliant, operationally efficient, and flexible regional sports and event facility that meets current and future community, athletic, and event programming needs while considering long-term operations and maintenance costs.

The project was publicly advertised and the County received thirteen (13) responses, listed alphabetically below:

The Evaluation Committee consisting of Chad Wilsky, Fleet and Facilities Director; Anthony Maddox, Fleet and Facilities Deputy Director; Nick Brow, Facilities Division Manager, from Fleet and Facilities Department; Rick Durr, Parks and Recreation Director, and Kristian Swenson, Assistant County Manager, reviewed and evaluated the responses and selected four (4) firms to interview.

The presentations and interviews by the four short listed firms were evaluated by Chad Wilsky, Fleet and Facilities Director; Anthony Maddox, Fleet and Facilities Deputy Director; Rick Durr, Parks and Recreation Director, and Kristian Swenson, Assistant County Manager based on Project approach and understanding, similar project experience, qualifications of their proposed project personnel, and location of firm. The Evaluation Committee elected to invite the two (2) top-ranked firms for a second round of presentations and discussions to determine a recommended firm for award.

Following the 2nd comprehensive evaluation and interview process, evaluation committee recommends that the Board approve the ranking below and authorize staff to negotiate rates in accordance with Section 287.055, Florida Statutes the Consultants Competitive Negotiation Act, and authorize the Purchasing & Contracts Division to execute one (1) Master Services Agreement. The ranking is as follows:

1.                     PBK Architects Florida, Inc.

2.                     Schenkel Shultz

Work authorized under the Master Services Agreement (MSA) will be initiated through written Work Orders, which will be issued and executed by the County and signed by the Consultant. The scope and cost of each Work Order will be negotiated on an as-needed basis and must fall within approved budgetary limits. Budget for future work orders will be added to the 4th generation sales tax account business unit #02612027.

 

The agreement will become effective upon execution and will remain in effect for a period of five (5) years. At the sole discretion of the County, it may be renewed for up to two (2) additional one-year terms.

 

Included with this Agenda Item are the Tabulation Sheet, Evaluation Ranking Sheet, and the Presentation Ranking and Scoring Sheets. A Draft Agreement, including the proposed Scope of Services, is also provided and will form the basis for the final executed MSA.

 

Requested Action:

Staff requests that the Board approve the ranking list and authorize staff to negotiate rates in accordance with Section 287.055 Florida Statutes, Consultants Competitive Negotiation Act, and authorize the Purchasing & Contracts Division to execute one (1) Master Services Agreement (MSA) for PS-7224-26/NBM - Architectural and Engineering Services for the Seminole County Indoor Sports complex.
