Background:

Central Florida Family Health Center, Inc., dba True Health, is a Federally Qualified Health Center (FQHC) that has been serving the residents of Orange and Seminole County since 1977. In 2014, True Health became the safety net provider for all patients displaced by the Department of Health’s mandate to eliminate primary care services.

True Health received notification that FQHCs within the State of Florida have a continued opportunity to participate in the Low-Income Pool (LIP) distribution. LIP is a federal matching program through Medicaid and requires each recipient to secure a local match, known as Intergovernmental Transfers (IGT). These funds must come from an agency that produces an “ad valorum” tax base, which can be used as a match to draw down federal dollars based on the state’s Federal Medical Assistance Percentages (FMAP) rate.

True Health is requesting up to $298,359.00 to secure LIP Funding. The attached Letter of Agreement (LOA) provides the required matching funds to the State of Florida on behalf of True Health for the LIP program. The Community Services department allocated the funding amount in the approved FY2024-25 budget.
